Housing Units
WCDO has developed 92 units of affordable housing, both rental and homeownership. Currently WCDO owns and manages 94 units of affordable rental housing. Units range from efficiencies to four-bedrooms, and include:
- 21 units of transitional housing for homeless women and children. WCDO developed these units in 1988. It is the largest and most comprehensive transitional housing program in the region.
- 13 units of permanent housing
for single women, with community space and supportive services available. - 17 units of scattered-site permanent housing
- Endion School Apartments,
a 26-unit building of subsidized permanent housing. - Sheila's Place, 6 units of permanent supportive
housing for homeless families with disabilities. This 2002 development was the first permanent supportive housing project ever created in Duluth. - Alicia's Place, 11 units of permanent supportive
housing for homeless single women with disabilities. This 2006 project involved the historic rehabilitation of a 1907 building and has won several local and national awards for excellence in historic preservation and affordable housing development.

Endion School Apartments
WCDO has also provided development assistance to other affordable housing organizations in Duluth on an additional 12 units of affordable housing, including 10 transitional housing units and 5 permanent supportive housing units.
Our current development projects include the construction of four affordable condominiums. These homeownership units will be affordable to low-income buyers and contribute to the revitalization of the Central Hillside neighborhood.
Recent Development Projects
In 2007 we completed the development and construction of four affordable condominiums in partenship with Women in Construction Company (WiCC).These homeownership units will be affordable to low-income buyers and contribute to the revitalization of the Central Hillside neighborhood. These four units are Employer Assisted and have been purchased by employees of WCDO and WiCC.
